Many people have given up, due to phone verifications.
But, there are always solutions to challenges, we need to research.
For example, I create 4 to 5 accounts daily and these accounts are working for me, because I am not advertising a niche which is an Adwords risk, such as make money, dieting, etc. I advertise safe niches.

This is applicable across many traffic sources especially on Facebook.
Diet, Muscle and Skin are always flagged however you can still advertise other affiliate products which are still technically not allowed, but are flagged much less often , so algorithm isn't as good at spotting them.
