Is there a good way to create comic like images?

Hi, i'm looking for a way to create comic looking like images from for example fortnite screenshots? Have Illustrator and photoshop available. Would appreciate to have a nice looking svg at the end.

many android apps have a feature like a converted image to cartoon.

And those comic pics are drawn with hands either on paper or a screen. Many YouTuber offers to draw for subscribers or money.

do share if you are able to find a way to create them cheap and easy.
