AI tools can do that, but there will be never perfect AI for that. It will be always brush.
What I can suggest, is to zoom video with caption, to make captions not visible, but you are loosing the part of video

Problem they don't know what to put there, because video file haven't such information.
They need to restore by understanding pixels around and that's making it almost impossible to remove captions without more or less trace
Using a video editing app: You can download the video and use video editing apps like InShot, CapCut or VN to cut out the subtitles. You can simply crop or cover the subtitles by adding another image or video layer.
