    As this is my site

    http://soyamoney.com/

Currently i am using some shared hosting, and the loading speed is awful
I tried caching, minify and all

I guess its the web server speed issue

Average 5-7 Second and sometime the site is even down

    Of course, price is cheap

I am looking for hosting where i can load the website within 1-3 second and 0 down time.

Check on dedicated hosting and its not what i want.

I just wanted to host a site, where news is share and user can access the site fast and easy

    Thanks

    Two questions:
    a) Who is your provider
    b) What you did in regards to speed optimization

    Bonus question
    How much you are paying?

Either you need to look into adding CDN service or live next door to the datacenter.

That site reports great performance because all it loaded was text that said "Something went wrong. Connection refused." it didn't actually load his site.

OP: You might not want dedicated hosting, but the words cheap/fast/zero downtime don't go in the same sentence when talking about hosting. You can choose two of the three, but you will never get all three. If you want fast and [near] zero downtime, it won't be cheap.

You might not need to go full dedicated, but you're going to need a reputable VPS rather than shared hosting.
