Is there a cheap/free method for uploading media?

I'm designing a transcription website as my first fully created site on Wordpress. I'm looking for a plugin that can allow a user to upload an audio/video file then pay according to length of the file. Either like on the video below or maybe a simpler system where they upload the video, manually add the length of the file, and manually put the total. Trying to achieve this on a small budget. Any suggestions will be welcome.
