Hi I am looking for 2 tools:

1. A tool that can download heaps of videos from a User (Their last 60 videos).
2. A tool that I can paste multiple video reel links into, and it downloads each video

Any help would be amazing

There is no bulk downloeder for sure

It's sad to say but you gotta download each of the video

4K Video Downloader, Y2Mate, and ClipConverter are great tools for downloading multiple videos, while for downloading multiple video reel links, you can explore Instaloader and GramSave.

1. 4kStogram.
Better than what you're looking for 2, NecroManer has a module that implicitly supports reposting from 4kStogram scraped posts to Instagram. along with changing all the metadata/hashes etc of images and videos to make them look unique when reposting.
 
WFDownloader or JDownloader2. Both of these are freeware and will allow you to download unlimited videos and photos from IG.
