There are lots of affiliate programs which could be really helpful for you.But i would like to prefer ClickBank and Commission Junction.These programs are really good and i'm also affiliate for both.ClickBank is going really good.As an affiliate marketer i would suggest to join these kind of programs.It could be surely helpful for you.

if I understand your question you are trying to find a cpa network
their model is they pay for 2 types of advertising
lead generation and sales you will get paid only if the visitor to the advertiser page complete a specifique action like signing up (pays between 1$ to 6$)
or making a purchase (20$+)
