Is the incentive traffic or not?

I create content for people's software and websites. They have to download it from a ppd link on my website.

Is that incentive or is it not an incentive?

If it is is there a way to get around it?

if you use a content locker, then is incentive.
if you tell people to complete an offer to download a software is incentive.
if you put the offer (cpa i guess) in a banner or something, then is not incentive
