You can use any IDE, or text editor to edit offline Blogger templates like,
Atom, Sublime Text, Visual Studio Code, notepad ++ or even notepad!
Just edit them locally, and then upload it to your Blogger site, although you will still need internet connection to do the uploading.

That's quite a challenge if you are serious about blogging. You'd need to invest in your connection as you would need it most of the time.
