Is that all practices still work?

Hey buddies, hope you're doing well
I'm practicing in SEO and have a question that in link building part people have work on submissions, bookmarking and more these type of some practices which look like spammy in doing or like not good at all so share your opinions about that please why people do that how is that still beneficial and actually what is the actual concept of these practices in SEO thank you.

Those old-school link building techniques like mass submissions and bookmarking are pretty much SEO relics.

there are better practices out there - but yes the old way works, kinda

Maybe in some GEO's it mas still work. But not on English serps
