For example, I have a list of 500 social book mark sites. Instead of finding new sites, I submit the site to the same sites again using different accounts. Is this still useful?

Google will discount all the links from the same referring domain except the first few.

While you will loose a bit of link juice the more links you put through the same sites, they will still be helpful.

You need to spin titles and description, but what you've described here is actual successful bookmarking. You do want multiple accounts so you can submit your actual URLs multiple times to vote them up and increase your traffic temporarily. If you don't use RSS camo or something similar, you will get your accounts banned. But yes, it's kind of pointless to NOT do what you're talking about doing.

I don't know about discounting but devaluing would be more appropriate.

There are 2 scenarios though:

1. Submissions to the same sites multiple times will result in discounted links IF the content of each submission is precisely the same as before.

2. Submissions to the same sites multiple times will result in devalued (less value than the first 2 submissions) IF the content of each submission is unique.

Google will only count 1 ip, so even if you do it a thousand times, it is still only a max of 500 unique ip links.

It is a waste of time to do it over and over.
 
no you will get deindex immediately and your website will self destruct
 
Think it naturally.. If the article is interesting people will bookmark with their account with their IP. If you can do the same with multiple IPs and with multiple accounts that is the way...
 
Yes, you can do it by using different account but title and description should not be the same and it can get easily indexed.
 
It is ok to submit different urls of the same website with the same account, right?
 
It is like this, is it okay to send multiple links to ONE IP? Nope, sorry.
