I want to know weather SEnuke xcr or any other software is safe for building tier 1 links? If no, please someone tell how to do it manually?

No it is not safe for tier one links. I would advise you to create your tier 1 links manually.

Read about tiered link building. You'll need buffer sites to protect your money site.

If you KNOW how to use it , yes its safe
But if you make some.mistake its not safe and you can lost all visitors !
