is responsive theme considered cloaking?

Hello

In most responsive themes, there are sections that are hidden to mobile viewers, this is usually done by css.
wouldn't your site get penalized if you use such themes? isn't this cloaking?
There is a video by matt shits somewhere explaining that it is not cloaking, but he doesn't seem to know what he is talking about. if you were a search engine, how would you know if hiding something is legit vs. cloaking?

The reason some sections are hidden from mobile viewers is just for loading and optimization purposes, nothing more. Using a responsive theme is not cloaking.

The responsive theme is optimized for mobile users. With so many people going mobile nowadays, it helps to have your site easily navigated by those using their phones to find your site in google. Helps with conversion rates as well because those that mobile can actually see your site correctly.

It's not cloaking. It just alter the look but not the display data.

What they care about is PHP cloaking
