I worked with them before both as a publisher and an advertiser.
My Experience:
As an Advertiser: you will find majority of the bot traffic from the latest browser versions.
As a Publisher: CPM was way better than propeller Ads.

It's hard to say for sure whether the traffic on popads.net is real people or not, but be cautious as some pop-up ad networks have had issues with low-quality or automated traffic in the past.

The truth about push ads is that they bait people in with a low cost rate.
If you factor in the quality of the traffic, your true expenses will go up to get conversions. From my experience, pop ads work best for some niches, especially ones requiring a download or the fear of missing out on getting installs, but are inefficient for a lot of use cases.
