So I'm doing a Silo structure in a service website with multiple GEOS, I'm doing:
url.com/service/geo.
As I have also multiple services I will have: /service1/geo1, then /service2/geo1.
In each GEO page I'm talking a bit about that location, can I use the same text for the same GEO in multiple services without harming the SEO?

As it's in the same website, will that harm?

Just be careful of keyword cannibalisation

Ever read about permutation and combination update? Yup, duplicate content in same website can hurt your rankings.

You better find different angle/words for each page and country. Make it relevant to the location the page will be seen from

If it's everything the same, only the city is changed, sounds more like some kind of spammy doorway website.. I would really try to change words, phrase order and so on..

Yes. It is bad. Make sure also your site doesn't generate more than one link (for example: using multi tag feature) to your same blog post.

I would say it depends as you're missing a lot of context in your question, but generally, using the same text on multiple pages on your website is a bad idea in terms of SEO.
