Is Penguin 3.1 live ?

There was one discussion here about that already:

There is a lot of movement in rankings today. Sites that jump in rankings are mostly Penguin 3.0 sites.

I wrote about that here: https://goralewicz.co/blog/penguin-3-1-update-released-today/ mentioning the BHW thread. One thing is strange though..

Google never rolled out any update during Thanksgiving... It just doesn't fit. How many of you recovered today?

I don't see anything unusual in my side.

I haven't seen anything strange over 250+ domains in 3 countries (USA, UK, NL) , so i say it is some fluctuation on your side

it all came back today after droping 2 - 3 days ago.

I also don't see any improvement on my site.
