Is outbound link is necessary?

This is optional. Some people think this looks more natural and provides value to the reader. Other think you could try to do some outreach after doing this.
Mostly do it, and some plugins like Yoast even recommend it for a 100% quality on page rate. But from my point of view, this is 100% optional. You could simply put some outlinks within your site in the main content and you might be providing the exact same value.

this is optional but as per my conclusion its good for to get authority and also good for google to show legitimacy.I faced a problem my link was indexed and auto disappear from google ,i built out bound and now everything is fine i think its also best way for to energize crawlers

Optional, but in my opinion it looks more natural and trustful, if you link out to a high authority website such as Wikipedia or whatever is in your niche.
Recommendation: Link to an authority website, which links to you. Example: Your Facebook page, your Twitter account, your guestpost on a high authority website etc.
