Is only indexed backlinks pass value and how to index backlinks?

Hello, I have some questions about the backlinks index.
1. is only indexed backlinks can pass value?
2. I use web 2.0 (such as medium, blogger, WordPress) as the buffer, and send some links to the web 2.0,
but I found the web 2.0 links are not indexed by google. So if the web 2.0s are not indexed, can the buffer pass links value?
3. The links I send to web 2.0 are not indexed too, should I make their index? If the links are not indexed, can these links pass value?
4. How can make the backlinks be indexed? I use the omega indexer, but the index ratio is low, any tool or method recommended?

4. your pages need to be of a value and not shitty. Google will not index shitty pages. You suck, you need to suck less!! once you have a real page and site, social shares will help with indexing.
