No it's not! Off shore hosting does not mean automatically they won't cooperate with authorities even though they claim so.
For optimal OPSEC you need bulletproof hosting and real bulletproof hosting is expensive!
Furthermore you need to register your domain and hosting with crypto.
Preferably from a laptop encrypted with veracrypt, connected to a local wifi spot behind a logless VPN which again you paid for in crypto.
Don't send BTC straight away, it's traceable. Convert your BTC to Monero, which btw if Monero is available as payment at the host choose that as it's untraceable, if not convert back to BTC so they cant trace the btc trail to you even better if you have a hardware wallet with Tor implemented.
Of course your server IP is behind a reverse proxy like Cloudflare and you never use your own details or Gmail. Use an encrypted mail like proton or tutanota.
There are more tricks but that is the basic how I would set it up if there was any risk.
