No, Off-page is very important for website. Both On-Page & Off-page are very important. All the work that done out of your website is all called Off-page SEO. it also continuously improving the visibility of search engine results. Off-page SEO is the only reason for organically generated traffic available on different sources.

Yes it's almost dead and even web 2.0 is not at all working. The only thing working nowadays is on-page and user engagement, as per my thinking. Don't focus more on off page it's just a waste of time.

No they are not... But their importance has been greatly reduced..but they could contribute to some level
