Is "Nexel" a cheat ? just for 5$ ?

I have a post for buy some facebook accounts,

the member "Nexel" tell me he can sell , but need I first pay.

I agreed , and paid 5$ for some test accounts.

then he never reply me , its over 48 hours. I didn't receive any PM from he.

Now I can see him is online , I have PM him , but he still no any reply.

I don't know what happen , Is "Nexel" a cheat ?

I can't believe that he cheat me just for 5$ ?
