The reason I got into the business at a local level was for the possibility of expanding to other areas in the city besides just business listings, but didn't want to do it unless I was confident that it would help, rather than diluting the business directory.
When I looked at building "city" directories, I looked at creating more than just a business directory - and it still looked too risky to me - but as you're already committed I'd roll out as many different things as possible to make your city directory an authority - including web 2.0 features such as a free "community" blogging platform for anyone living/working in the city
There may be some mileage in a "mobile directory" - i.e. find nearest restaurant using your smartphone - listings and Google maps, etc.
Instead of thinking "business directory" I'd think of "community directory"
P.S. What really stopped me in my tracks was whenever you add a city name to a keyword - e.g. boston plumber, dallas roofer, etc. the search volume is pathetic
