Is my Paypal Account banned/flagged?

I was going to make a payment from Paypal to a seller who would in return send me bitcoin. However, when i tried this, Paypal would tell me to select my payment method even though I've already set a preferred payment method, sometimes there is also an error that says this transaction cannot be completed.

Things to consider:
-This is a stealth Paypal
-received for no more than a week.
-made 3 previous transactions each totaling no more than $50.
-Verified
-all documents required are in and verified.
 
As same issue faced in previous my account. At moment simply never login 2 days, after login and try to send fund it's working. So just leave it 2 days after tried it. If not working just clear the browser cookies and history.

So don't access the account for 2 days. Then after 2 days log in and try to send payment? If this doesnt work, clear my cookies and cache in browser?

Try clear you cache and cookies now, but do realise that clearing your cache and cookies will log you out of every site you are logged in to, instead only delete the cookies and cache for paypal

Just tried, it didn't work unfortunately. It still wants me to select payment. Then from there it wants me to link a card even though I've already linked one. Are you able to PM me? If so, please PM.
 
I had this exact issue and had to call in and verify it was me. They asked me a slew of questions.... Cars I have owned, previous address, schools I have attended. I was told it was a fraud prevention screening built into their system. Funny thing is my account is almost 10 years old but just recent became active again so I think in my case that may have been why.

Yup, i just tried that. they fixed the issue. It was the same cause, which was odd. But, the only thing i can do to prevent this from happening is to not do what a fraudster would do correct?
