Is my new penalized domain panalysed by google ?

guys told me to analyse the domain in wayback and check its backlinks in my previous thread >> https://www.blackhatworld.com/seo/urgent-how-effective-is-301-in-seo.970799
Well it's passed all of em.

right now i'd purchased a domain (for 301 redirect purpose), I wanted to make sure that if its not penalized by google. So i'd setup the free hosting and connected it through my webpaster.
in there i do not see any notification in "manual action".
Should i consider in safe side or should i go for more testing ?

There are more things to check, the fact that domain isn't penalised does not mean that it's not toxic. However, in most cases, this is enough. You can check anchors, history via Archive.org and Domaintools screenshots. If it looks clean, then you can continue with the redirect. However do not really expect redirects of weak domains to do anything at all.

Neither i was much confident with the idea of 301..

Should i get an editable link from the domain instead ?

I would rather make a PBN out of it. What's the RD of the domain?
