Is my link building tactic flawed?

NOTE: I am not looking for help with link building. I just came up with this campaign and thought it'd run it by some of you and see what you think
I finally came up with a plan to start doing some quality link building. Is there anything wrong with it or something I could improve? Constructive criticism welcome. I apologize in advance for the terrible handwriting on the picture. It's 2AM here and I'm tired.

So I decided to use a 3 tier method. The first tier consists of five 100% unique web 2.0s complete with images, videos, and high quality, interesting content.

Tier 2 is many lower quality Web 2.0s (spun content most likely) directed at tier 1, wiki blasts, and social bookmarks. The wikis and bookmarks would be directed at both tier one and the spun web 2.0s on tier 2.

Tier 3 is many scapebox/xrumer links blasted at the tier 2 web 2.0s.

The idea is basically to use wiki blasts and social bookmarks to empower both the high quality Web 2.0s, and the lower quality ones that will be pointing to them. Social bookmarks and (the right) wiki blasts seem harmless if you use them right so I don't think they're hurt the tier one. I'm a little bit concerned that I'm missing something so I'm posting it here. Thanks for taking a look.

well, using spun crap on web2.0 seems like a waste and those properties might be deleted due to poor content anyway?

I have a second, similar model. It has a few more steps.
Step 1: 5 very high quality and 100% unique web 2.0s with contextual links to my money site (Tier 1)
Step 2: 200+ Social Bookmarks at Tier 1
Step 2:15 mid quality Web 2.0s pointing at Tier 1 (Tier 2)
Step 3: Wiki Blast/Social Bookmarking for tier 2
Step 4: Mass Web 2.0 creation. 250-1000 low quality but unique web 2.0s pointed at Tier 2 (Tier 3)
Step 5: Wiki blast tier 3
Step 6: Xrumer blast to tier 3
Step 7: Scrapebox blast to tier 3

I think I can get away with that because I'll be spinning by hand. I only need it to be unique for 15 copies so it shouldn't be too hard and still look decent.

scrapebox, xrumer blast are basically spam. You better submit quality content, either they are just waste!

Well, only way to find out is to test, might have to run those a couple times before you see ranking for med. kw's

Honestly this doesn't sound risky or new. It seems to me like it's just a slightly more thorough approach to tiered link building.
That being said, do us all a favor and keep us updated with how this works for you.
What you've added could be a good way of doing things.

I would suggest you to have a lot more diversity for Tier 1. Based on your link pyramids (both v1 and 2), it looks like the money site will only have links from web 2.0 properties and nothing else.
Check out the threads created by Kimi, Scritty or Cash202 as they offer some pretty useful tips&tricks regarding tiers and what should they contain.
