Is my CTR too low?

I'm talking about the CTR you see in WMT, the CTR from google to my website.

I know you will say that there is not enough data for an accurate estimation, but the site is small yet, only 10 articles, and all the queries are for long tail kw (very targeted), which i think should increse the CTR. I rank 10-50 for all the kw that have impressions; does the first positions have a higher CTR?
 
For a 10 page website your CTR is not low and of course first positions have higher CTR. I do not remember exact numbers, but first place gets ~30% of traffic.
 
The CTR has been normalized so it's not low at all. In fact many people have it.
 
That is completely normal CTR. I have seen a lot worse CTR over the times.
 
For long tail keywords, your CTR is normal. You should frequently add some new content and keywords so that Google crawl your website regularly. First rank keywords gain higher CTR.
 
I guess it depends on the keyword and position, but that looks like average CTR.
