Account still in review mainly billing verification. It takes around 48-72 hrs it shall start working or get suspended for suspicious payment activity or Some violation if billing could not be verified.
It's a real adwords spending account or a treshold account ?
They are checking the billing and the ads, landing page when account is in manual review, most of the time if account not passed the review, you will get a misrepresentation banned (landing page) or a suspicious payment (bad vcc) most of the time. Don't forget to raise budget very slower like 10$ the 1st day. If you raise the budget like crazy you will be banned for cirumventing

Yes yes even with very old account if you add new card your account will be automatically in under review, but don't worry if your card ok it will be ok
If it's a new account, even a little modification, ads and billings, your account will be in under review =)

This happened to me, u have to wait a few days and see if it suspend or active again
