Is MaxBounty Skimming?

So this is one of my first CPA ventures. I've been around the internet since 14.4k modems were new and have a lot of experience with tech and websites. I've been doing engineering and other IT services for a while, and decided to jump back into this as a full time hobby. I'm doing this all white hat.

I signed up with MaxBounty, selected a campaign, and built a website and blog around the niche. I've been sending organic, highly targeted traffic to this website and deep link and have very targeted call to actions. I've been getting a large number of clicks but the "Actions" required for payout seem to never happen.

Lets pretend my niche is "free hot teen lesbian porn" and I get a bunch of search queries and clicks for that term, then on that page it has a nice big calls to action that says, "download your free copy of hot teen lesbian porn here" and I get a ton of clicks on the affiliate link. But on the reports, apparently no one actually wanted it because the actions are far and few.

It's not like I'm sending garbage random traffic. I am sending people to this link that were searching for this very item. I don't get it.

Are you sure you sent traffic from allowed locations of the campaign?
If campaign accept only traffic from USA and you sent traffic from EU for example you will not get the lead/sale.
Also MaxBounty has nothing to do with accepting your lead/sale, it is on publisher hand.

If you feel that you sent leads and not count you can contact them and have a look

Yes, my geo targeted region for my website is the US in google and my google analytics and other traffic tracking code sees that 90% of my traffic is in the correct location. I also tried a google adwords campaign with a free $100 credit, sent traffic only from the US to my page and many of those people clicked the call to action. I sent hundreds of unique hits for a very targeted exact match keyword.

I contacted my affiliate manager once, they said my CPM was slightly higher than the average... However the CPM now is much lower than it was when I first signed up for the campaign. When I signed up it was close to .60 now it's more like .04

maxbounty was the first network i worked with, and they are a good one in my opinion.
check the network EPC compared to your EPC.
most networks skim though, it's just the way it is.
and like a member said above, make sure your traffic is from the specific countries.
if you are sending traffic from restricted countries, then your traffic will be re-directed to a different offer.
you can clearly see that in your maxbounty account.

I know about this. I'm sending US based clicks and they want US based traffic.

The EPC (I called this the CPM earlier, I meant EPC) fell by a large margin not long after I signed up. I also feel like many may not be sending good traffic like I am. The people that go to my page are specifically looking for this free product. It costs them nothing, they just go to the aff link and get it, no signup even required.

It's not about the company, it's about the advertisers. They can skim sometimes, network has nothing to do with it.
