It's probably more important than ever,
People used to rank with no, little or/and trash links,
There's a good reason why authority websites are getting more & more traffic nowadays,
Basically dominating most of the SERPs, while most of the small websites struggle with the easiest keywords,
Authority is more relevant than page language, targeted keywords/topics, etc... compared to what it used to be,
There are plenty of random pages from authority websites popping out for random keywords, with irrelevant languages, topics, etc..
One more thing about SEO nowadays that's not getting enough popularity is the UX,
Google has been using UX stats tracked by Chrome as one of the major factors as a measure of user satisfaction,
It makes complete sense, if a user is staying for a long time, navigating to multiple pages, not bouncing back, he most likely found what he's looking for,
That's the major reason why you should focus on the page content (text & media), design, create CTA buttons/banners, add FAQs & internal links, etc...
You have to keep your users hooked on the website somehow, the longer, the more pages navigated, the better
