Every one told me that link building is one of the important factor for ranking. My question is - Why search engine do not rank a website at the top it has everything except link building.
Is Link Building Necessary to rank in Search Engine?

It can rank it. For brand keyword 
It depends on competition. I ranked a lot of low compettion keywords by Set and Forget.
I created WP, wrote texts and left it. And yeah, it works, it can collect nice traffic. But for low competition only.
Links are almost "must-have".

Imagine 2 brands: Brand A and Brand B.
Both have stores literally side by side and the stores look the same, the difference is that everybody is talking about Brand A and although Brand B looks nice, seems like nobody knows about it, since its not referenced anywhere by anyone.
If you had to choose which store to VISIT FIRST its obvious that Brand A would be much more appealing and kind of a safe choice, since its being talked everywhere (even if you find out later that it sucks and it was all hype).
Makes sense?

If you want to rank with white hat you only allowed to do internal links no externals at all.

Links are THE ranking factor for Google. I start to rank on page 5-6 on Google while page one on bing for same keyword. I saw this for multiple keywords and multiple sites. So ya whether we like it or not Google value Backlinks more than anything else.

yes, it is. Tried to rank 3 new sites this year based on content alone but they didn't move shit. Ok, 2 of them did get index by google and rank somewhere after page 10, but until I built some backlinks they didn't move anywhere. I built 100 profile backlinks to one of the sites and few weeks later it jumped to page 3, which is not a big deal but it just proves my point

Backlinks are just an important percent of Google algorithm, otherwise, it will be very hard for AI to understand which content it's more informative for a specific search, aka "signals". It's cumulative of hundreds of factors that they can push you up or down, or just because they want to at any update, there is not an exact formula.
