Honestly, I don't think such a referral program exists and the website is likely to scam you.
Its just a quick way to get famous and get in some quick traffic.
If you want to try, you can get the job done on microworkers or any other similar site.

Have a look at Rewards 1, they always run contests like this and I have won a few of them.
