I dont think so, its a very big domain so i doesnt matter the nationality, if was a small website It would matter the tld, but in this case you can use It for any country
 
Use Ahrefs and SEM Rush to analyse the site. From what I can see, it has decent authority and worth the time IF your niche is in the same category. Otherwise it could be a complete waste of time.
 
I was wondering the same thing. Does this website gives you do follow links?
 
I have backlinkprofiles where telegra.ph were listed as referring domain and as best link as well. It could have a small effect. But it is too simple to post a link. The value of this link wonÄt be that worth like an article in a newspaper.
