It's difficult in created content part I supposed.. Mostly the accounts are banned because of unusual operation, we can avoid doing things not properly but cannot making sure what if content are good or not.

Get some aged accounts from exiscale. Easy setup and well worth it.
 
u should change your content, image, use an healthy ad account with spending history, if u're running BH ads, try to use cloak link, or u can just find someone who can handle this problem
