Is it safe to use Google ads thresholds accounts for app promotion?

Does anyone have experience with this? I want to promote a regular mobile app (Fitness) using this thresholds accounts. What the issues may be? Can this actions trigger app ban in Google play? Can this make ban google accounts before even campaign start? Maybe there is some technics how to proper promote whitehate app with this blackhatt technic. If someone have experience with this please share information as much as possible. Thanks
