Is it safe to use blackhat methods until 301 views?

Hey guys! I am new to this forum and also these stuff.

I came here with a question. So is it safe to use blackhat methods like view exchange and programs that add views UNTIL 300 views?
I heard that youtube doesnt check the views until it reaches 300.

Is it 100% sure?

no it is not safe, when you get stuck at 301 views, youtube will now reviewall the views generated, not just views after 301
