Is it safe to purchase software from a Paypal verified vendor?

I met this software vendor here on BHW and he doesn't have a website, all communication has been through Skype. He wants to sell me his $150 software via Paypal. I told him Paypal was not safe for buyers of digital products. He said he was Paypal verified so I was covered. Please let me know your thoughts.

Just buy and make sure you choose "good and services", so if you want him to refund, paypal will give it to you. Unless you put 'gift', paypal will never refund you. 150$? What kind of software is that?

If you purchase a digital product on paypal it is the SELLER who is protected NOT the buyer, any virtual item or software, paypal do not cover you. I simply call my bank and do unauthorised charge back if a seller of software scams me.
