Is it Safe if One Tier 1 post link to many Tier 2

Hi all BHW fellows..As the title said..I want you help me to answer this question..
Is it safe to link lots of tier I(let's say 10 web 2 that link to money site) from one post(let's say from one web 2 post).

Example:
I have 5 web 2 as tier 1(tumbler,blogspot,yola, etc) and then I give link to the 5 tier 1 from one web 2.0 post(ex: blogspot.com). so the blogpost article as tier 2

Actually I've kept this question for long time and I haven't got the certain answer.. I 've seen many people do it, but I'm afraid if I do the same it will create foot print since google will find that all the web 2's belong to the same person..

What do you think, guys...Please give me an advice..

I guess there are a few issues with this -

the first one being that the power of your tier 2 link is going to be diluted amongst all of your tier 1 links - so its not going to be that effective.
As for the safety of doing this I guess the only potential issue is that its linking all of your tier 1 links together.
If you are doing any BH links to your tier 2 link then there is a chance that everything could get blacklisted - because they are all linked together.
Whereas if you have 1 tier 2 linking to 1 tier 1 property and it gets blacklisted then it will only effect 1 of your tier 1 properties instead of all of them.

Thanks David..Actually I didn't do this for my TIER I since I think it's too risky..
Btw, What's BH links? Is it black hat?

what is meaning of tier 1 and tier 2?

Tier 1: A link which is connected with a keyword and that link is pointing to your money site.
Tier 2: A link which is connected with a keyword and that link is pointing to the tier 1 link.
