Is it possible to sync cross domain click

As title read is it possible for when user comes to site with a previous click to sync this and pop up another tab

No i dont mean track. I mean pop on click but browser usually has a 200sec rule and i think you asynch this so it can be used? But can you do it cross-domain. I'd like to know yeh or no now before I spend days trying and then find out I can't lol
