Is it possible to still outrank rival sites using GSA SER?

I used to run SEO campaigns using tiered link building, but it's been a while. I have a client that has some bad reviews showing up in the top rank whenever you type in their business name in google. Is it possible to still outrank these with fresh articles and the push these above the bad reviews in the ranking using GSA SER and other black hat seo?

No, I seriously doubt so. Else we will all be banging cash real hard on BHW and not talking about alternate traffic sources.

It is possible using expired web 2.0 and using GSA SER. But you have to keep on doing it.
