I have a mail list with 200 thousand different emails
is there a way to send them all an email at once?

Look through the Misc marketplace and find a email server supplier who can provide something to you that can send them out.

Not sure, but most likely you won't be able to send all 200k at once, if you'll rent your own server - the servers warm-up process will take few months minimum.
Finding a good server with great reputation is what you need.

You probably already know but its best to use a throwaway domain than harm your primary one. make sure your domains aren't/dont get blacklisted as spammy if its an extended campaign

Edit - Assuming these are cold emails, if not then no need to worry
