i need to scrape all people who like a particular page (more than 1mln likes), and it would be best to target a specific country/city but its not really needed.

i dont need emails, accounts will suffice

No it is not possible. You can not get all people's id who likes a fan page. Highest we can gather is 10000 from a fan page. But maximum time, only able to gather 5000-7000 ids from a fan page.
