yes it is possible. You can also run one from your desktop by installing wamp or similar. You just use the server ip instead of a domain

It would be harder to find your site since it would be only IP address, not easy to remember. But yes, is doable. Hopefully you don't want to save money on hosting, too, or at least fixed IP address.

Yes. You need a static ip address, a free dns account ( from free-dns.org, or something like that ), a software called "Xampp" ( is better than wampp ). Don't forget to make some firewall setup.
Also, you need php skills.

It's more complex that if you buy a domain name, and a hosting package.

What services can you provide to me for a .com domain? What skills do you have?

Yes, a website can be run without a domain and it also can be indexed. You will access the website typing the IP address instead of the domain name.

Probably not, I've never seen an ip be indexed...

Your website can be found when you order a dedicated IP from your host and the dedicated IP itself is assigned to your shared hosting account. Then your site will be accessible via http://your.dedicated.ip.from.host/

Yes it's possible - I've seen sites get indexed with improper canonicalization.

I think that is how websites were first created using just an ip address to name a site, when the internet first started.

The purpose of your website is to let others visit it, without a domain name(with only ip), people won't remember your website.

Code your website as a windows software , ios app , android app etc etc etc etc and buy some hosting with a dedicated Ip .you should be Good to go . Pirate bay is developing something similar .
