is it possible to redirect someone based on their OP location?

    Say I have a domain that redirects to an offer for Canadians but I want to make sure everyone who completes the offer is actually Canadian and isn't just doing it for the incentive. So when I give them the link, could I make it so Canadians get redirected to the offer and people from other countries don't? Any ideas?

    Yes, of course you can. You need to integrate some sort of IP detection & resolving script and then you can do this redirect.

    And then put as many checks as you can in there to spot proxies, VPNs etc :)
    Then don't forget to check headers for vai, x-forwarded-for etc as well.

    Easily done with PHP, Maxmind has a great lite (free) database I believe.
