Is it possible to promote growth services through Ads without cloaker?

I am talking about those "white hat" growth services where there is a person using a smartphone to log-into the client account to perform some actions on his behalf to attract new followers.

Is it allowed to promote this kind of service through Instagram Ads or will they disable this as well and a cloaker is required?

But Meta still disables white ads randomly cause sometimes AI is crazy a bit, but won't hard as BH ads no worry
