Is it possible to monetize shorts without 1000 subscribers ?

In general yeah but not within the YouTube partner program.

Depends on your channel and niche. To be honest I wouldn’t think about monetization unless you have a lot of engagement and views on your videos. Especially shorts are hard to monetize since they’re only a few seconds and the attention span of viewers is really low.
 
You cannot really unless your niche is unique and interesting.
 
It's hard to monetize short videos since viewers usually only watch for a few seconds and have a low attention span. However, depending on your channel and niche, monetization may be an option if you have a lot of engagement and views on your videos.

After you have gained views, what ways you use other than partner program ?
 
Yeah you can try CPA with YT shorts
 
You can try to integrate your CTA on the shorts itself.
You can also uses pinned comment on top but the CR is too low even with a lot of views, because viewers just swipe to the next short.
 
The current monetization requirements are 1000 subscribers and either 4000 watch hrs. in the last 12 months or 10 million shorts views in the last 90 days.
 
You cannot monetise it with the partner program without 1K subs
