I want to incorporate my business. Can a make a corporate PayPal that has ONLY my business name and no personal information?

Also, does Payoneer let you accept payments in names other than your real name?

You can make a corporate account, but at some point they may ask for the owner's info, especially if you start moving serious money through it.

They require you to provide personal documents as well as all incorporation documents notarized and apostilled.

So if you want to fake it you need to fake all of it!

Yes you can create corporate account, but you should have necessary document to verify with paypal
