Licorne, GSA or Scrapebox without actually running them through their motions live? ex. setting them up on VPS and performing their functionality in LIVE mode. In other words, if I own them can I practice before actually using them as opposed to ONLY reading concepts and watching videos first? Does that make sense?

Yep, ofcourse you can practice them.

Register few free blogs somewhere like in blogspot or wordpress and try to rank them with the tools until you learn them.

okay thank you, but just to confirm, I can do all of this from my crappy laptop? Meaning I don't want to buy proxies, captcha services or VPS, etc. until I hone my skills.

You will need proxies as Your IP can be banned pretty quickly and you will have a crappy success rate after that..

As about buying captcha.. probably you gonna need that too otherwise you need to manually type in the captchas where possible..

okay so in other words it's not possible to train with the software hands on without doing what you suggest, okay no problem, thanks again

How many IPs and captchas would you need?

Yeah like could I use a software like hidemyIP?

Buy some private proxies mate and then play with these..Look around in the proxy section and buy few for a start.

How many?

Seems cool... Im just jumping through this window of blackhat seo tools opportunity while it's mostly hot enough. In my arsenal so far: Licorne and am about to purchase a Used Xrumer license for 275 uSD.I will also include private and semi dedicated proxies when needed. Spin Rewriter. I like the looks of Hostamus for VPS. Scrapebox although I think Hrefer may be enough. Is link wheel bandit worth it? Possibly GSA. Main objective is to rank an authority site using a 13 year old aged domain in a niche who's topic I'm considered an expert on. It has no PR and I know that's not considered good but this particular is still known and has a level of notoriety. And about 50000 backlinks including gov, edu and with my growing passion for this stuff I think I can bring this sucker back to life. And then use this as a springboard no matter the outcome. I love this shit. Ahrefs domain rank 99.8 URL rank of 23.. 2.1k referring domains and one tweet and haven't done anything yet so I'm look forward to the things I might be able to achieve here. Consider this thread my Journey now.
