Depends on several things, like what country, what state, what city, what time of day. I'd say with 10,000 accounts you could trend in several cities/states. The proxies location is what would determine in what city/state you would trend in.

I noticed thare are people selling twitter trends in my country. They sell for about $25 to $50 for 1 - 2 trending hours.
I know which trend is real or not, because It is easily detected:
1. The hashtag is not really trending in real news.
2. There is so much accounts which twitting similar status.
3. Sometime it generated for political purpose.
I don't know how they do it.

They have Twitter account farms to generate buzz.
Yes, but I don't know how they manage them.
They also need hundreds / thousand proxies because a huge tweet numbers from one IP will not be trending.

Well, you just said it again how they do it. Proxies can be purchased, not a biggy. Phone numbers to verify the accounts too. Automation softwares are also given. Requires investment, yes, but that's it, there's no magic trick.

Big marketing agencies do it all the time. They pull off virals and they use oblivious real users to spread the viral for them.

This is definitely possible. People have done this before and some even have services offering this. Of course, you'll definitely need a lot of accounts. I'd say more than 5000. And if you're willing to spend that money, there's much better ways than having something trending for few hours.
Elaborate on ' spend that money ' what amounts are you talking about, please ?

Well I'm thinking he needs some type of investment to get like 5k accounts, a bot that will automate all that, proxies and other stuff. I don't know how much exactly that would cost, but it sure won't be cheap. And I think he can have a better use of that money.
