I would start a new search engine and rank it to top of the search results but when i check this keyword "webmaster forum", Google is getting 2 first positions (as the picture).

I don't know if i build a new search engine it is possible to defeat Google on their search engine to get top 1 on Google search?

I have seen many cases like this and waiting for a valuable answer.

I found a way to defeat search engine on their system.
I would have this in many tests before deciding it is possible or not.

You can still target the 3rd position though. Some traffic should trickle down.

Maybe you can not be at the 1st position on Google but there are other search engines that some people use. For example, I use duckduckgo and I know a few guys who use bing. You might have the first position in those search engines

I heard some guys tell me about this but I don't know what it is.

Google it lol, it's a crappy search engine that is one of the small alternatives to Bing and Google. But it still runs either Bing or Google's ad's I believe, so you aren't really hurting the big boys by using it.

Start a new search engine is impossible

unless you wanted to compete with Google.

That forum has been around since 2005-2006ish, so it has a long history. It was actually the first Google product forum.
Google links directly to the forum(s) in their help center and search console. The forum you point to is for webmasters. They have a forum for almost all of their products.
Lots of SEOs (Hi barry) link to it to complain about the TCs or Google employees or to just link to what they have said, so lots of backlinks.
Webmaster central gets a lot of traffic and a lot of people discussing it on popular sites.

Webmaster central is very popular. You would probably have a better time trying to outrank one of their slower product forums. Gmail, Adsense, G Suite, and Blogger get a lot of traffic.

I think Webmaster central has an advantage is it inherited from Google.com domain which can be consider better than other domains when comparing rankings on Google search engine.

Webmaster Central is probably their most popular forum of all of them. Because the SEO types are always watching it, writing about what is said, employees post there etc. It's extremely popular.

The TCs are funny too and I think some of them are hated but word on the streets is that they love it.

If we follow what google says for subdomains the same should not get any advantage of the google.com domain.

Can you defeat google at their own game? No , Google was sued for several millions in Europe regarding this.

Hey the truth is it's possible. Google don't favor it's websites at SERP ranking. I seen many times that other websites performing more better at serp rather then google, when we search for one of the google product also. However it's difficult because google website are good enough but it's not impossible
