There is a guy here that sells VCC for Adwords, his name is pofigy, I would had posted the link of the thread but im not allowed to post links yet, just look his username , he offers Adwords VCC for $12.

Yes VCCs still work but only some VCCs and in certain territories.

Depends on which vcc you are using. If VCC is from a USA bank like Gobank then you can. Gobank gives u temporary Debit Card. Virtual not plastic

Answer is : Yes, it is possible to create USA adwords account by using VCC, but not all the VCCs will work. And what works today may not work tomorrow. What did not work yesterday, could start working from tomorrow.
So, you need to get a VCC that works at present and keep using that bin. Anytime it stops working, once again open your basket of bins and try all including new ones and you will find a few bins that did not work before and work now. Keep repeating this process and you can keep rocking and rolling in Adwords.
